Feb 04, 2014  The reason it doesn't sync is because Outlook sync is initiated by emails going to the server. In the case of a draft, the email is never actually sent. You can try running Outlook without Google Apps Sync, I think it should save the drafts fine.

Not unless the server is configured to do so. POP is read-only; there is no way to write a message into a POP folder in the same manner as with IMAP.
